A recipient of the Gintong Ama award, Romulo was named Most Outstanding Senator by the Philippine Free Press, the Federation of Provincial Clubs, Congressweek, the Senate Radio and Television Press Group, and the Philippine Infrastructure Journal.  He was, among others, affiliated with the Philippine Institute of Certified Public Accountants (PICPA), Rotary, Jaycees, the Philippine Band of Mercy, the Foundation for Gifted Children, and the Philippine Tuberculosis Society.  On July 19, 2005 Secretary Romulo received the Order of Sikatuna  award with the rank of DATU.
