MESSAGE TO THE ASEAN



    I congratulate the Association of Southeast Asian Nations (ASEAN) and the Ministry of Foreign Affairs of Japan for launching the ASEAN-Japan Exchange Year 2003.  It is a milestone event in ASEAN-Japan dialogue relations which would serve as a vehicle in promoting closer relations between the Association and Japan.

    ASEAN-Japan dialogue relations were established in 1973.  Since then, the exchange has deepened, reflecting the steadfast commitment of both sides to the strengthening of regional cooperation.  The dialogue also serves as a forum for addressing issues of mutual concern and the new website shall add access and immediacy to the conduct of ASEAN-Japan interaction.

    At this time of globalization and interdependence, geographical proximity alone does not provide opportunities for closer cooperation in making the region peaceful, stable and prosperous.  We in ASEAN view Japan as a valuable and strategic partner in our collective march towards regional integration and progress.

    As the country coordinator for the month of February 2003, the Philippines looks forward to contributing meaningfully to the promotion of exchanges, enhanced mutual understanding and reinforced friendly relations between ASEAN and Japan.  We await with anticipation the holding of the ASEAN-Japan Commemorative Summit in Tokyo in December 2003, highlighting three decades of fruitful dialogue relations between ASEAN and Japan.
