PEACE CONTINUES TO GAIN GROUND IN SOUTH ASIA - OPLE
4 December 2003 – Foreign Affairs Secretary Blas F. Ople reiterated the full support of the Philippines for the efforts of both India and Pakistan towards a peaceful solution over the issue of Kashmir.
“Peace continues to gain ground in South Asia. Both India and Pakistan continue to make overtures that strengthen the prospect for peace. The ceasefire along the line of control in Kashmir is holding. People in and near the areas of conflict have found new hope,” Secretary Ople said.
India on Tuesday proposed December 18-19 as the dates for technical level discussions with Pakistan over the resumption of the Samjhauta Express train links between the two countries. Pakistan replied quickly on the same day that it was ready to give a positive response.
The Samjhauta Express, which linked Delhi to Lahore, was suspended by India in the wake of the terrorist attack on Indian Parliament in December 2001.
“Talks are in progress to rebuild physical links between the two countries. On Monday they had successful air-links talks. Soon rail links will be established. All these augur well for peace,” the Secretary said.
“Now there are some signals on the possibility of withdrawing troops. Pakistan President Pervez Musharraf has said his country would pull back its troops from Kashmir, if India does the same. A truly meaningful solution to the Kashmir issue could be discussed and reached if the forces from both sides decide to withdraw,” the Secretary said.
“All this creates an excellent atmosphere for India and Pakistan to meet at the highest level. This can pave the way for a possible summit meeting between the leaders of India and Pakistan on the sidelines of the South Asian Association for Regional Cooperation (SAARC) Summit scheduled next month in Islamabad,” the Secretary added.
“We have come a long way.
From nuclear confrontation of just a few years ago, we now face the prospect
of a peaceful resolution. We remain hopeful and supportive of the
efforts of both India and Pakistan to build peace,” the Secretary said.
