1 April 2004 - In line with Secretary Delia Domingo Albert’s commitment to enforce frontline services promptly, extensively and closer to the people outside of Metro Manila, the La Union Regional Consular Office conducted Mobile Passport Services in Laoag City on 27-28 March 2004.
“The outreach program of the DFA, which is a boon to passport applicants outside Metro Manila, has now been institutionalized. In Laoag City alone there were about 1,350 passports that were processed” according to an elated Secretary Albert. The passport service on 27 March lasted for ten hours, while the activity on 28 March lasted for half a day.
Assistant Secretary Teresita Barsana of the Office of Consular Affairs said the arrangement for the Mobile Passport Services was made in coordination with the Municipality of Laoag City led by Mayor Roger C. Farinas. According to her, Mayor Farinas gave a warm reception to the mobile passport team and thanked the DFA for having continued the mobile passport project in Ilocos Norte, relieving the people of the burden of having to travel to La Union or even Metro Manila just to obtain a passport.

aside from passport processing were also conducted during the two-day Mobile
