PHILIPPINES POSITIVE ON SOUTH ASIA PEACE TALKS

and the rest of ASEAN continuing to be deeply engaged in South Asia, Foreign
Affairs Acting Secretary Rafael E. Seguis today said that the agreement
between India and Pakistan to begin talks on their major differences, including
the issue of Kashmir, was most welcome and can
expect the full support of the Philippines.
“We believe that there is sincere momentum towards peace. Both sides have displayed outstanding statesmanship. We feel very positive over recent developments and look forward to a peace agreement that would put an end to years of animosity and violence,” the Acting Secretary said.
At the end of three-day talks between India and Pakistan in Islamabad this week, it was announced that the two countries will begin a series of meetings next month which will culminate in a summit between the two countries’ foreign ministers in August.
“India and Pakistan have adopted a time table for the peace talks. They continue to build confidence and trust by increasing people-to-people exchanges and by refraining from the threat or use of force. We are elated by these developments and share with them a deep desire for the success of their peace process,” Mr. Seguis added.
The Acting Secretary said that as a non-permanent member of the UN Security Council, the Philippines respects the announcement by India and Pakistan that they would prefer to resolve their differences without having to call on the UN or other international organizations.
“We respect their position on this matter. It is also our hope that they will be able to resolve their problems without having to call on any action from the UN Security Council. But if they should change their minds, we will be always prepared to help both countries in the Security Council in their quest for peace,” Acting Secretary Seguis added. Pakistan is currently a non-permanent member of the UN Security Council whose term will be up at the end of 2004. END.
