SECRETARY DELIA ALBERT:  ASSUMPTION OF RP PRESIDENCY OF UNSC
HAILED BY FILIPINOS AND INTERNATIONAL COMMUNITY

03 June 2004 - When the Philippines assumed the presidency of the United Nations Security Council on 01 June this proud Filipinos expressed optimism that the milestone event could promote the image of the Philippines as a respectable and credible world-class country.  For the international community, it means the recognition of the Philippines’ capability in presiding over the most powerful body in world polity – the Security Council of the United Nations.

“The 179 countries that voted for the Philippines during the election for the non-permanent seats in the Security Council have placed so much confidence in the Philippines’ ability and sincerity in contributing to world peace”, Secretary Albert stated as she closely monitored the first day of business chaired by the Philippines in the august hall of the UN.  “It is up to us now to live up to the confidence and trust placed on our shoulders by the members of the UN.  We promise to do no less than that.”
 
As president of the UNSC, the Philippines is expected to steer the Council’s discussions on the UNSC Resolution on Iraq, particularly as it deals with the future role of the UN and the present Multi-National Force vis-à-vis the new Iraqi Administration which will be assuming power on July l.  Aside from the Iraq and the Middle East, issues, other items in the Program of Work of the UNSC pertain to Liberia, Cyprus, Cote d’Ivoire, Sudan, Congo and Guinea-Bissau.  The international criminal tribunals on Yugoslavia and Rwanda and civilians in armed conflict may also be taken up during the Philippine presidency this whole month of June.

As Philippine Representative to the UN, Ambassador Lauro L. Baja, Jr. will sit in the Presidency in the first half of June; Secretary Delia Domingo Albert will sit as President in the second half. The thematic debate on the proposed theme will be held on 22 June at which time Secretary Albert is expected to preside over the meeting.

The proposed theme is also being discussed between Amb. Baja and UN Secretary General Kofi Annan. “The theme will revolve around current issues of great importance to the Philippines such as peacekeeping operations, the role of civil society, cooperation with regional organizations, women and children in armed conflict, etc.”, the Secretary averred as she excitedly enumerated the issues which the Philippines intends to pursue during its presidency. “This is a test of our diplomatic skill and ability in guiding discussions among members of the world body on important and significant issues affecting peace and security,” she added.

The Presidency of the UNSC is rotated among all members of the UNSC, both permanent and non-permanent.  The Philippines will have another opportunity to lead the UNSC in September 2005. Its term to President will end on 30 December 2005.  END.
