CLAIMANTS SHOULD ADHERE TO SOUTH CHINA SEA DECLARATION – ALBERT
20 May 2004 – The conflicting claims in the South China Sea can only be resolved if the claimants adhere to the letter and spirit of the Declaration on the Conduct of the Parties in the South China Sea, which was signed by the foreign ministers of ASEAN and China in November 2002. The Secretary, made this statement in reaction to reports that one of the claimants is building an airstrip on one of the islands in the South China Sea.
“Although the Philippines maintains its own claims in the South China Sea, we are willing to explore ways to resolve conflicting claims in a just, lasting and peaceful manner,” Secretary Albert said.
“A major and historical step in that direction was taken with the adoption of the Declaration of Conduct of the Parties in the South China Sea, where unilateral actions were replaced by an understanding to exercise self-restraint in the conduct of activities that would complicate matters (operative article 5),” the Secretary elaborated.
“It is important at this point for all parties to this Declaration to adhere to its letter and spirit,” she added.
The Secretary said that the Philippines will convey its sentiments on this matter through the appropriate diplomatic channels.
“I am confident that we will be able to
avoid any misunderstandings and continue building the atmosphere of trust
and confidence with which we can begin addressing our more fundamental
differences in the South China Sea,” Secretary Albert said. END.
