RUSSIA’S ACCESSION TO TAC UNDERSCORES ITS COMMITMENT TO ASEAN – SECRETARY ROMULO

Vientiane, Laos, 29 November  2004—Russia’s accession to the landmark Treaty of Amity and Cooperation (TAC) marks a new phase in its dialogue relationship with ASEAN and underscores its commitment to strengthen its engagement with the regional organization, according to Secretary of Foreign Affairs Alberto G. Romulo, who is currently attending the 10th ASEAN Summit in Vientiane.

The Secretary made this statement today following the holding of the Signing Ceremony on the Instrument of Extension of TAC by ASEAN and the Instrument of Accession to TAC by the Russian Federation at the Lao International Trade Exhibition and Conference Center (ITECC), site of the Summit. The Secretary signed the two instruments in behalf of the Philippines.

“The Philippines welcomes the accession of the Russian Federation to the Treaty of Amity and Cooperation in Southeast Asia. This is a landmark event in the history of ASEAN-Russia dialogue partnership,” the Secretary said.

“Russia’s unique geopolitical role as a link between Western Europe and East Asia makes it an important and strategic dialogue partner of ASEAN. Its accession to the TAC bolsters its significance as an instrument of peace and stability in the region,” he added.

Earlier, the Foreign Ministers of ASEAN and Russia held a brief meeting to discuss the current state of ASEAN-Russia dialogue relations.

Secretary Romulo cited Russia’s contributions to international efforts in combating international terrorism and transnational crime. He referred to the ASEAN Regional Forum Inter-Sessional Meeting on Counter-Terrorism and Transnational Crime held in Manila, which the Philippines co-chaired with Russia, as having contributed to the renewed sense of vigor and dynamism in ASEAN-Russia dialogue relations.

The Secretary also emphasized that ASEAN-Russia cultural exchanges and tourism promotion could be a useful avenue to enhance the dialogue relationship.

“I look forward to an enhanced cooperation between ASEAN and Russia. As the next Country Coordinator for the ASEAN-Russia dialogue partnership, the Philippines will be closely engaged in the process of bringing more substance to our cooperation activities,” he said. END
