ROMULO AND SECRETARY STO. TOMAS HOLD TALKS WITH JAPANESE LAWMAKERS
ON
THE EMPLOYMENT OF FILIPINO CAREGIVERS IN JAPAN

2005 – Foreign Affairs Secretary Alberto G. Romulo discusses with Japanese
Congressman Hirohiko Nakamura (3rd from L) the prospects for the deployment
of Filipino caregivers to train, qualify and work in Japan.
Labor and Employment Secretary Patricia Sto. Tomas (1st from R) and PAGCOR
Chairman and CEO Efraim Genuino (2nd from R) join Secretary Romulo in the
meeting with the Japanese lawmakers. Congressman Nakamura
briefed the two Secretaries on the status of a bill in the Japanese Parliament
that will open the door to Filipino caregivers who will have to train in
Japan, take the qualifying national examinations and eventually secure
permanent employment. Congressman Nakamura explained that the
proposed legislation aims to provide the proper training and qualification
for Filipino caregivers in order to meet the Japanese standard of care
and be given the same rate of pay as Japanese workers. The
POEA and representatives of the Japanese Government are currently holding
talks on the mechanics for the acceptance, deployment, training and qualification
