RP ATTENDS IBERO-AMERICAN FORUM ON MIGRATION AND
DEVELOPMENT IN ECUADOR

21 April 2008 – Philippine Envoy to Venezuela Ronald Allarey represented the Philippines at the Ibero-American Forum on Migration and Development which was held in Cuenca, Ecuador on 10-11 April 2008. The Philippines is scheduled to host the Second Meeting of the Global Forum on Migration and Development in October 2008.

 

Among the principal speakers were Ambassador Ronald Allarey, Ecuador’s Foreign Minister Maria Isabel Salvador, Minister of Migration Lorena Escudero, Ibero-American Secretary-General Enrique Iglesias, International Organization for Migration Director-General Brunson Mckinley, and Economic Commission for Latin America and the Carribean Executive Secretary Jose Luis Machinea.

 

In his opening statement, Ambassador Allarey described the Global Forum as the most globally – encompassing and concrete follow-up initiative to come out of the High-Level Dialogue on migration and development held in New York in September 2006. He extended an invitation to Latin America and the Caribbean countries to participate in the forthcoming Second Global Forum debate in Manila and present the results of their own efforts to concretize the Ibero-American Commitment. The Manila meeting will have as its theme “Protecting and Empowering Migrants for Development,” and will comprise two days each of government discussions and civil society debate. There will be round-table discussions on migration and development, human rights, and promoting secure legal migration to achieve strong developmental impact of migration.    

 

Ambassador Allarey also participated in the Round-Table Session on “Designing a Program of Action and Modalities of Cooperation to implement the Montevideo Agreement on Migration and Development.” According to Ambassador Allarey, in the Manila Forum, the Philippine Government is taking a new approach to the round-table themes by placing the individual migrant at the center of the migration and development debate.
