QUALIFICATION AND SELECTION PROCESS FOR TWO ADDITIONAL DEPUTY SECRETARIES-GENERAL OF THE ASEAN SECRETARIAT

 

A. BACKGROUND

The ASEAN Charter establishes that the ASEAN Secretariat (ASEC) shall have four Deputy Secretaries-General (DSGs):

1. Two DSGs will be politically appointed and serve a non-renewable term of three years.

2. Two DSGs will be openly recruited, and will be appointed for a term of three years, which can be renewed for a further three years.

3. The DSGs shall be accountable to the Secretary-General (SG) in carrying out their functions and shall be accorded the rank and status of Deputy Ministers.

4. The DSGs shall be of different nationalities from the SG and shall come from four different ASEAN Member States.

ASEC currently has two politically-appointed DSGs. Accordinly, ASEC must now openly recruit two additional DSGs with the following titles based on the decision of SG:

• DSG, ASEAN Economic Community (AEC) Department; and

• DSG, Administration and Special Affairs Department

B. QUALIFICATION


• Terms of Reference (TOR) for DSG, (AEC) Department and DSG, Administration and Special Affairs Department are provided at Annex 1.

• The age limit for each DSG incumbents will be at below 55 years old; the preference will be for age of 50 years and below.

C. SELECTION PROCESS

The principal considerations in the appointment of the two additional DSGs shall be the highest standards of proficiency and integrity, as determined through an open and transparent recruitment process.


The proposed selection process comprises three stages:

1. Advertising

a. Advertisement shall be placed in several leading English newspapers or publications widely circulated in all 10 ASEAN Member States, on the ASEC website, and in other English print media, e.g. Newsweek or The Economist.

b. The salary of the openly recruited DSGs will reflect the most recent salary scale of DSG based on the salary review exercise.

2. Short-listing

a. A Committee will be established for selection process and shortlisting of each openly recruited DSG, consisting of the two (2) current political appointee DSGs and representatives of all ASEAN Member States.

b. The Personnel and Training Unit (PTU) shall compile all the applications received. The applications shall be compiled or filed according to ASEAN Member States to facilitate references.

c. The Chief of PTU shall then submit the applications to the Committee for review and further recommend a list of candidates for SG’s consideration.

3. Interviews

a. For the selection process of both openly recruited DSGs, the panel for interview shall consist of the Secretary-General of ASEAN as the Chair and representatives of all ASEAN Member States.

b. In addition, a written test will be conducted for each short-listed candidate to assess their writing and analytical skills on topics related to ASEAN and the relevant post.

c. After the interview, the Secretary General shall submit a recommendation of the most suitable candidate to the ASEAN Foreign Ministers for approval (In the absence of ASEAN Coordinating Council in 2008, SG will submit his recommendation to ASC).

4. Timeline

a. In accordance with the Report of EPG, the two (2) openly recruited DSGs are expected to take office by November 2008.
